Reston’s Shadowood condominiums make new Va. case law, can’t fine owners for rule violations

Image
The Shadowood condominium complex , on South Lakes Drive in Reston, has been ordered to stop charging fees for rules violations because its original master deed doesn 't allow it. The court ruling has implications for condo and homeowner associations across Virginia. (Elizabeth Razzi/The Washington Post) UPDATE, Monday, 9 a.m.: In Saturday’s condo board elections , Shadowood’s owners defeated both the incumbent secretary and treasurer, replacing them with two new officers. The next election, for board president Olivia , is in March. ORIGINAL POST: In Reston, there is a condominium complex called Shadowood that has written itself into Virginia history. For years, the Shadowood Condominium Association imposed fees for things like calling the management office or having the wrong color blinds . It towed tenants’ cars for unpaid fees — on the day before Thanksgiving. It turned off the heat or air conditioning to apartments of owners who were in arrears or in violation of its many ...

Charlotte Housing Authority redevelopment of Tall Oaks causes pain for some families

As the Charlotte Housing Authority moves forward with plans to redevelop the aging Tall Oaks subsidized housing in the fast- gentrifying Cherry neighborhood , the last two families there say they can’t move out, in part because of improper evictions from CHA on their records. Most of the buildings at Tall Oaks, a 50- unit housing complex owned by CHA on Cherry Street near the Metropolitan shopping complex , have already been torn down. In its place, CHA is developing 81 units of new subsidized housing . The next phase of the project could include building up to 200 units of “ workforce housing ” for families making $38,500‐$77,040. That plan is still in the rezoning process. For now, Jacqueline Sherrill and Crystal Goode, along with their children, are the final residents of the former Tall Oaks complex . They say the eviction proceedings on their records – which they contend stem from CHA’s mistakes – are causing potential landlords to turn them down as they seek new housing with...

Corbella: $4,000 Enmax water bill has family drowning in difficulty

Verginia Ghobrial-Said feels as though City Hall is stealing from her and her family. It's hard to blame her. In May, she and her husband Ramez Said received their utility bill from Enmax for a whopping $4,070.44. More than $3,800 of that bill is for water that Vergina says her family never used. The 31-year-old investment adviser assistant says she received the usual email from Enmax one morning, informing her that her bill for May 15 was available. When she opened it, however, she was shocked. "I was on my way to work when I read the amount on my phone and it was $4,000," she said. "I thought it must have been an error, but I was getting fast heartbeats until I could phone Enmax at 8:30 a.m. I had two hours of severe anxiety." Those two hours have turned into four months of tears and frustration with Enmax and Calgary's Water Services, with no satisfactory resolution for the young couple and their 14-month-old son, Sebastian, other than a huge bill they m...

Be our guest: Why serviced apartments still win out

Travel accommodation is frequently seen as a mixed bag; something to be approached with equal parts wariness and trepidation. It’s a sentiment often reflected in popular culture, from the iconic motel shower murder scene in the film Psycho , to the famous lyrics of the Eagles’ Hotel California describing a hotel where “you can check out any time you like (but you can never leave)”. Nonetheless, most hotels can be relied upon to deliver a basic standard of quality, along with safety, security, and stability – important considerations when HR is sending its employees off to unknown foreign locales . A guest can expect a standard template of amenities when checking into a hotel room: bed, bathroom, desk, mini-bar, breakfast buffet, and daily housekeeping at the very least; room service and laundry if they're willing to shell out a little more. The shared option? Airbnb, in contrast, promises character and homeliness at a fundamental level. No two homes are the same – likewise, n...

Dozens of trees ‘decimated’ at historic LA apartments despite landmark status

SHERMAN OAKS >> Barry Cullison stared at a 3-foot- wide tree stump that once bore the weight of a pine at least six stories tall. Across the historic Chase Knolls Garden Apartments where he lives, dozens of other mature trees were being cut down: eucalyptus, ficus, liquidambar, jacaranda, magnolia and more. “It’s heartbreaking,” said Cullison, 70, a retired actor who has lived at the Chase Knolls complex for 21 years. “This can’t be undone. They’ve decimated the trees. The trees are coming down. And all we can do is listen to the chain saws.” Chase Knolls tenants have been fighting to save the “garden” inside the garden apartments . But the owners of the complex at 13401 Riverside Drive have said they need to cut down trees and destroy 200 carports for new plumbing, power lines and other utility upgrades. • RELATED STORY: Residents of historic Chase Knolls apartments challenge city on expansion Residents have been fighting the changes.
