Drawing the lines in battle over space By Jeff Simms Scenic Hudson is hoping to nearly double the parking at the base of Mount Beacon to ease congestion at one of the Highlands’ most popular hiking spots . Meanwhile, the Beacon City Council and a developer clashed over who should provide spaces for a new 24- unit apartment building on Main Street. Mount Beacon Representatives from Scenic Hudson appeared before the Planning Board earlier this month to discuss plans to expand the lot at the park from 40 spaces to 77. The project, if approved, would be completed this winter, said Meg Rasmussen, a park planner for the nonprofit conservation group . It would involve moving the Howland Avenue lot entrance farther away from Route 9D and turning it into an exit. Cars routinely line Howland on holidays and weekends when the park’s lot is full. The de Blasio administration predicts its proposed rezoning of Inwood will stimulate the creation of 4,348 new apartments by 2032, of which a portion would be rent-restricted under the city’s mandatory inclusionary housing policy , according to a city document released last Friday. The rezoning is also expected to create 1,135,032 square feet of commercial space, 472,685 square feet of community facility space , and result in a loss of 50,614 square feet of industrial space. To give a sense of the scale, there are more apartments anticipated in the East New York rezoning area , but fewer in the downtown Far Rockaway rezoning area . CHAMPAIGN, Ill. — Leon Bankier has been in the business of developing student apartments in Champaign-Urbana for 40 years, and his newest project will place a nine- story building near the western gateway to Campustown. The Bankier project is under construction at the northeast corner of Second and Green streets, and is set for completion in August 2003. Costing about $9.5 million, it will include two levels of underground parking, 4,000 square feet of commercial space for lease on the first floor, and 60 apartments on the second through seventh floors. Four of the apartments will be one-bedroom units, and the rest will have four bedrooms. Champaign- based Bankier Apartments already serves more than 900 tenants in the campus area, but needs more four-bedroom units in its inventory to fill demand, said Miriam Booth, the company's managing broker. A developer has plans to build a new 300-plus unit apartment complex with commercial space on Ventura Boulevard in Sherman Oaks, according to a marketing brochure by commercial brokerage CBRE Group Inc. The project would involve constructing 312 new apartments at 14801 to 14827 Ventura Blvd. between Kester and Willis avenues in two, five- story buildings that will also feature retail, restaurants and underground parking. CBRE is marketing between 15,000 and 22,000 square feet of retail space for lease out of a total of about 37, 000 square feet planned for retail and restaurant tenants. The ground-floor tenants would be below apartments and above underground parking, according to the firm’s brochure on the project. The site is located at the northwest corner of Ventura Boulevard and Willis Avenue and is about three-quarters of a mile from the Sherman Oaks Galleria . The Edmond City Council this week voted 3-1 with one abstention favoring the commercial site plan for The Campbell, to be located north of Campbell, west of Jackson and south of Edwards. Councilwoman Elizabeth Waner cast the no vote and Councilwoman Victoria Caldwell abstained from voting. Variances include : • 10' front yard setback variances on Campbell and Edwards; • Parking requirement to include a 25 percent exemption for not only the non- residential square footage of the project but also the multi-family units in the project; and • Sign variance for blade sign to extend over the right-of-way. Two buildings with streetscaping will be constructed with shared parking between them. The owner of the South Bend Cubs has plans to build 120 apartments just outside the fence at Four Winds Field. “You’re looking at two buildings that kind of begin in centerfield and them move toward the stadium and then you’re going to have more of those buildings extending to the right and kind of left field areas that will be able to look in, of course, the analogy is kind of a Wrigley Ville type feel to it,” said South Bend’s Acting Direct of the Community Investment Department , Brian Pawlowski.
