Drawing the lines in battle over space By Jeff Simms Scenic Hudson is hoping to nearly double the parking at the base of Mount Beacon to ease congestion at one of the Highlands’ most popular hiking spots . Meanwhile, the Beacon City Council and a developer clashed over who should provide spaces for a new 24- unit apartment building on Main Street. Mount Beacon Representatives from Scenic Hudson appeared before the Planning Board earlier this month to discuss plans to expand the lot at the park from 40 spaces to 77. The project, if approved, would be completed this winter, said Meg Rasmussen, a park planner for the nonprofit conservation group . It would involve moving the Howland Avenue lot entrance farther away from Route 9D and turning it into an exit. Cars routinely line Howland on holidays and weekends when the park’s lot is full. Olathe OKs apartment complex at 119th, Pflumm

The Olathe City Council on Tuesday approved rezoning 27 acres at the southwest corner of 119 th Street and Pflumm Road for a 240- unit apartment complex . The 6-1 vote came after almost a dozen neighbors spoke against the project and dozens more wrote letters and emails to the city voicing their own opposition. But while the residents were unable to scuttle the project itself, they were able to persuade the council to ax plans to connect 123 rd Street through the development to Pflumm Road as planned, a move they warned would have dumped fast-moving traffic on the doorstep of Heatherstone Elementary School . “If we are going to make considerations and alterations to the infrastructure of our city based on residents that are not here in these apartments now, I plead with you to protect the citizens that are here and living in this neighborhood now,” said Tim Laughlin, who lives across the street from the school. Next parking expansion in downtown Ann Arbor could start in 2018

ANN ARBOR, MI - The next expansion of downtown Ann Arbor 's public parking system could start next spring and be completed by the end of 2019 if there's political support for it. Downtown Development Authority leaders are continuing to discuss adding hundreds more parking spaces by expanding the garage at Ann and Ashley streets, taking it from six to nine stories. At their last meeting in July, DDA board members were presented with an estimated timeline indicating construction drawings , along with site plan approval from the City Council, could be done by January 2018, with the project going out to bid after that. The estimated construction time is 12 to 14 months. The timeline presented to the DDA board assumes construction delays and shows contractor selection could happen in May 2018, with construction lasting through December 2019. The city of Dayton’s “beast” of a parking garage by the convention center will be getting upgrades to make it more attractive and user friendly in anticipation that it will be more heavily used because of new downtown investments . Improvements advance for traffic issues in Burns Harbor Village

Work continues on resolving traffic and sight issues on Burns Boulevard within sections of the Village In Burns Harbor. Burns Harbor Street Department Superintendent Pat Melton said stop signs have been painted to make them more noticeable and the Town Council asked him Wednesday to keep painting white crossing lines to mark the corners. But the Village Property Association is hoping to do more to mitigate problems after the Council last month asked that it trim the overhanging trees in view of the stop signs. POA President Jeff Freeze wrote a letter to the Council saying that a quote was solicited for tree trimming but the POA determined it was not able to cover the whole neighborhood. He asked the Council to allow more time to resolve the issue. Stop signs, speed limit signs and one-way street signs have been ordered and the POA will work with Melton and the Police Department to install those, Freeze said. City staff push for design changes on 13-story concept along E. Livingston

Illinois-based multifamily developer  Banner Real Estate Group  has the initial support of city staff for its proposed 13-story mixed-use apartment building planned in Downtown Orlando, but has also been put on notice that key design elements must change in the coming months.  Conceptual plans and new renderings for the 13- story building will go before Orlando's Appearance Review Board on Thursday for a courtesy review.  That's being done by the developer, civil engineer  Kimley-Horn  and architect  Baker Barrios  to get valuable early feedback from the ARB and staff on their design, before an eventual Master Plan filing . Mobile agrees to sell City Hall North for apartment project

The Mobile City Council has approved the sale of the Water Street building known as City Hall North , clearing its way for redevelopment as an apartment complex , and a consultant on the project said that groundbreaking could come next spring. District 2 Councilman Levon Manzie announced his "100 percent support" for the project and pledged to assist developers any way he could. "I can't think of a better way to describe 350 St. Joseph Street than to say it's not now needed for public or municipal purposes," Manzie said as the council voted. "It has been a blight on that corner of DeTonti Square for a long time. And that entrance is one of the gateways to our beautiful city." The most complex of the two projects would transform almost a block of property into a multi-building residential and retail complex on the north side of E. Long Street east of N. 3rd Street. The proposal includes the renovation of three buildings: a two-story retail and office building at 118 E. Long St.; a four- story empty retail building at 134 E. Long St.; and a five- story empty office building at 134 N. 3rd St. All were built around 1900, according to the Franklin County auditor 's office. A five- story apartment building would be added to the N. 3rd Street building . Mainstreet Cleveland Announces Property Enhancement Grant Awards

Mainstreet Cleveland announced Friday award recipients for the Mainstreet Cleveland Property Enhancement Grant program .  Ten properties in downtown Cleveland were selected to receive grants totaling $54,953.  Based on the investments of these 10 projects, a total of more than $240,000 will be reinvested into downtown properties.     The Mainstreet Cleveland Property Enhancement Grant was formed to encourage building owners and tenants to invest in properties located within the Mainstreet Cleveland footprint by financially assisting with building needs that serve an appropriate public purpose and benefit.   Positive building appearance has been proven to increase property values , improve the marketability of space within the building and attract new businesses, residents and visitors to an area, said officials.  This decision was a difficult one for the grant selection committee , 24 quality applications were submitted.  In fact, the projects were so impressive that the Mainstre...
