There were many aspects of the four- site Capitol Hill transit - oriented development the East Design Review Board liked, but confidence was not high enough to clear it for permitting on Wednesday. Situated above the light rail station , the transit- oriented development will be Capitol Hill’s largest construction project to date, creating more than 400 apartment units in a superblock that borders Broadway , 10th Avenue, East John Street and East Denny Way. Each of the four buildings will be seven stories. Three will provide around 20 percent of their apartment units at affordable levels, while the Capitol Hill Housing B-North site will include 110 units at affordability rates of 30-60 percent of the area median income . The owner of the South Bend Cubs has plans to build 120 apartments just outside the fence at Four Winds Field. “You’re looking at two buildings that kind of begin in centerfield and them move toward the stadium and then you’re going to have more of those buildings extending to the right and kind of left field areas that will be able to look in, of course, the analogy is kind of a Wrigley Ville type feel to it,” said South Bend’s Acting Direct of the Community Investment Department , Brian Pawlowski. Downtown Calistoga could be the site for a new complex that includes a hotel, spa, restaurant and apartment rentals. On Tuesday the Calistoga City Council approved a Memorandum of Understanding (MOU) with the Merchant family that gives the go-ahead for a development application for the Veranda Hotel project to be located on Lincoln Avenue in a 10- acre site situated between Indian Springs Resort and the Calistoga Depot , both properties also owned by the Merchant family. “Every element of this will be up for discussion. The newly defined area , which would be the village's fourth TIF district , also encompasses an area where as many as 60 townhomes have been proposed. Taken together, the projects would add a transformative, upscale residential element to a developing commercial district of restaurants, shops and offices in a mix of new construction and renovated historic structures .
