Las Palmas provides 18 units of much- needed workforce housing for very low-income families in south Orange County . Now an $11.2 million expansion is in the works to retain a nearby architectural landmark and accommodate the center’s growing needs. Last week the East Design Review Board threw a wrench in plans to begin construction on the complex planned around Capitol Hill Station when they declined to recommend any part of the project, including Capitol Hill Housing ’s planned 110 affordable homes on the B-North site. Board members voiced a variety of concerns, from Kenny Pleasant ’s objections to color palette to the chair Curtis Bigelow ’s concerns about the location of the daycare on Broadway, which he found to be in poor taste or perhaps dangerous. There was also Bigelow’s feeling that the building just hadn’t reached a high enough pinnacle of greatness. “This is a really good building. I think we were expecting it to be a great building,” Bigelow said, as quoted by Brandon Macz in Capitol Hill Times . LEWISTON — The city is seeking a large federal grant that would address housing and other issues in the poorest areas of downtown Lewiston , and neighborhood advocates say the funds could go a long way toward implementing goals they've had for years.  If successful in its bid, Lewiston could receive $1.3 million from the U.S. Department of Housing & Urban Development and what's known as a  Choice Neighborhood Planning and Action Grant. The city council approved the application last week, and will commit $237,500 in local Community Development Block Grant funds during implementation if the grant is successful.  The city hopes the funding can lead to long-term changes in the downtown neighborhood , where nearly half of residents live below the federal poverty level . The students had moved into the four-story, $50 million, environmentally conscious building for freshmen during the previous two weeks, in time for the Aug. 21 first day of classes at the commonwealth campus. The green scaffolding that was erected seven years ago and still covers the tower of Station Square Apartments at the Forest Hills Long Island Rail Road stop is set to come down this year. Martin Restituyo, president of the apartments’ co-op board, said there is finally enough money in the board’s coffers to make all the required repairs to the exterior and remove the scaffolding. The extra money came from cost-saving measures — and a few legal battles. “This year we expect to have the money to finish,” Restituyo said. “Finally we’re on the right track.” But getting there involved calling in some old debts with the help of the courts, according to Restituyo. One tenant, former board President Leonard Lombard , who owns 13 apartments in the building, agreed to pay at least $149,785 in fees to the co-op, according to court documents from a civil lawsuit. ...
