Leesha Posey remembers cutting across a vacant lot in North Portland on her way to Harriet Tubman Middle School . "It's been empty since I was a little girl," says Posey, 41. That was three decades ago. But the lot still sits empty—a rarity in a city where vacant land is coveted, especially in the red- hot North Williams Avenue corridor . Its emptiness is a reminder of what the city and its urban renewal agency , Prosper Portland , took from the black community . In the 1960s, the city-owned agency, then known as the Portland Development Commission , condemned vast tracts of inner North and Northeast Portland . The takings—including the still-vacant block at the northwest corner of North Williams Avenue and Russell Street—allowed urban renewal, including construction of parts of Interstate 5, the Oregon Convention Center and Legacy Emanuel Hospital . New Lenox Denies PUD Extension for Disputed Apartment Complex

Plans for the controversial Lincoln Station apartment complex are now shelved after New Lenox village trustees let a motion for a third extension to the special use permit for the project die on the floor Monday night . New Lenox Development Company , LLC had requested another extension for its preliminary planned unit development for the 208-unit complex on 16 acres near the Metra Station but the motion to approve the request was not seconded at the board’s regular meeting. The village had approved the preliminary plan for the complex in August 2015, after almost a yearlong discussion and dissent from residents. In July of that year about 100 residents had attended a special townhall to discuss the project, the majority of whom opposed it. The board granted the PUD in August after NLDC agreed to cut the size of the complex from 312 to 208 units. NLDC had one year to come back to the board for approval of a final plan, however it received a six-month extension last August because it...

The company, launched in Orlando by Atlanta-based Lane Co. in 2006, is wrapping up work on portions of its first complex in Florida, a 384- unit development in Osceola County called Verano Apartments . Work began on Verano, located just off Exit 244 of Florida's Turnpike near Walt Disney World , in November 2007. While leasing has begun and some of the one- to three-bedroom units are occupied, work is continuing and the complex should be completed by February, according to Mike Mulhall, the company's Florida regional development partner . Mulhall said work has also begun on the company's even more ambitious downtown Orlando apartment tower , called The Montage.
